China Economic Net, Beijing, June 6 (Reporter Yin Junhong) Recently, the National Development and Reform Commission, the National Energy Administration and other 9 departments jointly issued the "14th Five-Year Plan for Renewable Energy Development" (hereinafter referred to as the "Plan"), and it is clear that 2025 In 2010, my country's total renewable energy consumption reached about 1 billion tons of standard coal; the annual power generation reached about 3.3 trillion kWh, and the wind and solar power generation doubled.
The relevant person in charge of the National Development and Reform Commission and the National Energy Administration said that my country's renewable energy has achieved leapfrog development, and the installed capacity has exceeded 1 billion kilowatts, accounting for more than 40% of the country's total installed power generation capacity.Among them, the installed capacity of hydropower, wind power, photovoltaic power generation and biomass power generation ranked first in the world for 17 consecutive years, 12 years, 7 years and 4 years respectively. The international competitive advantages of photovoltaic, wind power and other industrial chains are prominent. , nuclear, new energy, renewable energy multi-wheel drive energy supply system, and lay a solid foundation to ensure the safe and reliable supply of energy.
The "Plan" anchors the carbon peaking and carbon neutrality goals, and sets four main goals in 2025:
The first is the total target. In 2025, the total renewable energy consumption will reach about 1 billion tons of standard coal, and the increase in renewable energy consumption during the "14th Five-Year Plan" period will account for more than 50% of the increase in primary energy consumption.
The second is the power generation target. In 2025, the annual power generation of renewable energy will reach about 3.3 trillion kWh. The power generation has doubled.
The third is the consumption target. In 2025, the national total renewable energy power and the non-hydropower consumption responsibility weight will reach about 33% and 18% respectively, and the utilization rate will be maintained at a reasonable level.
The fourth is the goal of non-electricity utilization. In 2025, the scale of non-electricity utilization such as solar thermal utilization, geothermal energy heating, biomass heating, and biomass fuels will reach more than 60 million tons of standard coal. These goals are determined by comprehensively considering various factors such as the resource potential of various non-fossil energy sources, the preliminary work progress of major projects, and the economics of development and utilization. % or so to lay a solid foundation.
The "Plan" clearly proposes to accelerate the construction of new energy bases on seven continents, including the upper reaches of the Yellow River, the Hexi Corridor, the Jizibend of the Yellow River, the northern Hebei, Songliao, Xinjiang, and the lower reaches of the Yellow River, focusing on desert, Gobi and desert areas; scientific and orderly progress Construction of large-scale hydropower bases; relying on the adjustment capacity of the hydropower bases in the southwest and outbound channels, coordinate the development and construction of two major water and wind power bases in Sichuan, Yunnan, Guizhou and Guangxi and southeastern Tibet; optimize the layout of offshore wind power in the offshore area, carry out deep-sea offshore wind power planning, and promote the scale of offshore wind power. It will focus on the development of five major offshore wind power bases in Shandong Peninsula, Yangtze River Delta, southern Fujian, eastern Guangdong and Beibu Gulf.
Innovation is the first driving force for development. The "Plan" insists on taking innovation as the fundamental driving force for the development of renewable energy, insists on leading the development with demonstration projects, and strives to cultivate new technologies, new models and new formats of renewable energy.
The "Plan" focuses on the in-depth integration of renewable energy development and ecological civilization construction, new urbanization, rural revitalization, new infrastructure, and new technologies. Thousands of households are shining brightly, new energy power station upgrades, pumped storage resources investigation, renewable energy large-scale heating, rural energy stations, and rural power grid consolidation and upgrading nine major actions, with solid and effective actions to ensure the full implementation of the plan.
The responsible person pointed out that rural energy is an important carrier of rural revitalization. The green and low-carbon transformation of energy in rural areas is of great significance for ensuring agricultural production and farmers' living energy needs, consolidating and expanding the achievements of poverty alleviation, and promoting rural revitalization and agricultural and rural modernization.During the "Thirteenth Five-Year Plan" period, we focused on poverty alleviation projects such as rural power grid upgrading and transformation, and hydropower immigration, especially the innovative implementation of photovoltaic poverty alleviation. A total of 26.36 million kilowatts of photovoltaic poverty alleviation power stations have been built, benefiting 4.15 million poor households, making it difficult to move in rural areas. The "Green Bank" and "Sunshine Bank" have made positive contributions to the decisive victory in poverty alleviation.During the "14th Five-Year Plan" period, the "Plan" anchors the goal of carbon peaking and carbon neutrality, focusing on five aspects to vigorously promote the development of rural renewable energy, accelerate the construction of a renewable energy-based rural clean energy utilization system, consolidate and expand The achievements in poverty alleviation have helped rural revitalization.
The development of renewable energy is inseparable from the strong support of various departments. In recent years, my country's wind power, photovoltaic power generation and other renewable energy have continued to develop healthily and rapidly, and have become an important force in achieving the goal of carbon peaking and carbon neutrality.During the "14th Five-Year Plan", the high-quality development of renewable energy has become more arduous, and new and higher requirements have been put forward for detailed investigation of resources, land and sea use, meteorological services, ecological environment, finance and other aspects, and it is urgent to improve the development of renewable energy. Relevant land, fiscal, financial and other support policies to strengthen policy coordination guarantees.
