On May 31, the National Development and Reform Commission held a press conference.Li Zhong, deputy minister of the Ministry of Human Resources and Social Security, said at the meeting that the policy of delaying the payment of social security premiums is an important measure to help enterprises in relief. In the early stage, the Ministry of Human Resources and Social Security, together with the Ministry of Finance and the State Administration of Taxation, implemented three policies for deferred payment of social insurance premiums in stages, including the period for deferred payment of endowment insurance premiums, for five industries in extreme poverty, including catering, retail, tourism, civil aviation, and road, water, and railway transportation. 3 months, and the deferment period for unemployment insurance and work-related injury insurance premiums shall not exceed 1 year.
Li Zhong introduced that the expansion of the payment deferral scope is mainly reflected in two aspects: First, all small, medium and micro enterprises and individual industrial and commercial households participating in the insurance in the form of units that have temporary difficulties in production and operation in areas seriously affected by the epidemic will temporarily defer payment of three items. For the payment part of social insurance premiums, the postponement period will be implemented until the end of 2022.Second, on the basis of the implementation of the policy of deferred payment of social insurance premiums in five extremely difficult industries, it will be further expanded to other extremely difficult industries that are severely impacted by the epidemic, have large-scale production and operation difficulties in the industry, and are in line with the direction of national industrial policies. The deferred payment period will be implemented until the end of 2022, and the deferred payment period of work-related injury and unemployment insurance premiums will not exceed one year.
"These policies can better and more accurately support enterprises in difficulty through a combination of strips and blocks." Li Zhong said, on the one hand, from a regional perspective, small, medium and micro enterprises in areas directly affected by the epidemic and individuals participating in insurance in a unit way Industrial and commercial households can apply to the scope of the policy of deferred payment in areas with severe epidemics; on the other hand, from the perspective of the industry, although not in areas with severe epidemics, but affected by the entire industrial chain and supply chain, enterprises that have encountered temporary difficulties in production and operation can Applicable to the scope of industry deferred payment policy.
