On June 8, at the regular briefing on policies of the State Council to promote the stability and improvement of foreign trade held by the Information Office of the State Council, some media asked: With the recent changes in the internal and external trade environment, as well as the impact of a new round of domestic epidemics, domestic Some industries have the phenomenon of order outflow and industrial relocation.Excuse me, what is the evaluation of the Ministry of Commerce on this? What kind of consideration and arrangement will there be in the next step?
In this regard, Li Xingqian, director of the Department of Foreign Trade of the Ministry of Commerce, said that there are actually two aspects to this problem, one is how to look at it, and the other is how to do it.
There are three basic judgments about how to see it.
First, the overall impact of the outflow of return orders is controllable.Since the beginning of this year, with the gradual recovery of production in neighboring countries, some of the foreign trade orders that returned to China last year have flowed out again.Overall, the scale of these order outflows is controllable and the impact is limited.
Second, the relocation of some industries is in line with economic laws.China has been the largest exporter of goods in the world for 13 consecutive years. With the continuous upgrading of domestic industries, the element structure is changing. Some enterprises have taken the initiative to carry out global layout and transfer part of their manufacturing links to foreign countries. This is a normal phenomenon of trade and investment division of labor and cooperation.
Third, China's position in the global industrial chain and supply chain structure is still consolidated.China has a complete industrial system and has obvious advantages in infrastructure, industrial supporting capabilities and professional talents. my country's business environment is also continuously optimized, and the attractiveness of the super-large market is constantly increasing. In the first four months of this year, the actual use of foreign capital across the country increased by 26% year-on-year, of which the use of foreign capital in manufacturing increased by 65%.
Regarding what to do, the Ministry of Commerce will adhere to the problem-oriented approach and make every effort to help foreign trade enterprises maintain orders, expand markets, and stabilize industries. There are four things to do well.
First, promote the implementation of policies and measures to be effective. It is necessary to implement the package of policies and measures promulgated by the State Council, implement the opinions on promoting the stability and improvement of foreign trade, help foreign trade enterprises to resume work and reach production, and comprehensively restore and continuously enhance the comprehensive competitiveness of China's foreign trade.
Second, strengthen the service guarantee of enterprises. It is necessary to give full play to the role of the Office of the Coordination Mechanism for Foreign Trade and Foreign Investment, and work with local governments and relevant departments to fully help foreign trade enterprises to solve the difficulties and problems encountered by foreign trade enterprises in trade facilitation, logistics and transportation, and obtaining orders.
Third, it is necessary to guide the optimal layout of production capacity. It is necessary to continue to cultivate national processing trade industrial parks, make good use of platforms and carriers such as foreign trade transformation and upgrading bases, and guide the gradient transfer of industries to the central and western regions and northeast regions. It is necessary to guide qualified enterprises to develop their global layout in an orderly manner, and make better use of both domestic and international markets and resources.
Fourth, firmly promote high-level opening up.It is necessary to implement RCEP with high quality, continue to promote the strategy of upgrading the free trade zone, promote the entry of CPTPP and DEPA, and set high standards of international trade rules, so that China has always become a hot spot for foreign investment.China will also continue to work with like-minded countries to jointly promote trade and investment liberalization, facilitation and healthy development of economic globalization.
