Recently, the Weifang Maritime Safety Administration issued the "Construction Permit for Underwater Operations" for the Changyi Three Gorges Offshore Wind Power Project, marking the smooth start of the Changyi Three Gorges Offshore Wind Power Project. This project is the first offshore wind power project in the country with the same field of "wind-scenery and fishing", and it is a major project for the conversion of old and new kinetic energy in Shandong Province. As the first offshore wind farm project in Weifang City, this project has attracted much attention. It only took 4 working days to complete the statutory 15 work from the application for license to the acceptance of materials, to content review, to approval and approval, and then to the production of the certificate. The approval process in Japan has been reduced by 73%.

In the early stage of the project, Weifang Maritime Safety Administration actively participated in the project planning, site selection, evaluation and other work, and tracked the progress of the project in a timely manner. Based on the actual needs of the enterprise, the company has held 13 safety management meetings and 16 symposiums with the builders, general contractors and construction parties successively, covering safety training for construction personnel, formulation of ship sheltering plans, ship pollutant reception, and ship approach routes. Provide maritime opinions and suggestions on planning, navigation support plan preparation, etc. Colleagues, to open the "green channel" for maritime services, it only took 4 working days to complete the legal approval process of 15 working days, from filing a permit application to accepting materials, to content review, to approval and approval, and then to certificate production. Time limit reduction by 73%. During the period, the pre-examination of materials was organized 9 times in a centralized manner, more than 30 documents were supplemented and improved, and more than 1,200 pages of application materials were reviewed in 9 categories.

In order to ensure the safety of project construction, the Maritime Safety Administration instructs the construction party and the construction party to establish 8 comprehensive management systems such as marine traffic safety and ship pollution prevention, and improves 9 special systems such as various emergency plans, emergency training and emergency drills, and guides the owners to plan. Build wind farm VHF communication systems, video surveillance systems, and network transmission systems, optimize maritime traffic organization and navigation security, and promote offshore wind farms and navigation environments.

In addition, the construction period of offshore wind farms is long, and there are many ships and personnel involved in the construction. It is estimated that there will be more than 40 ships and more than 1,000 people working at the same time every day at the peak, and the pressure of maritime safety supervision is huge. The Maritime Safety Administration conducted a centralized "physical examination" of the construction ships before construction, and successively inspected 21 construction ships and auxiliary ships, and rectified more than 50 defects to ensure the seaworthiness of the ships and the competence of the crew. During the construction process, the maritime safety operation area was demarcated in time, navigation notices were issued, and electronic inspections and ship dynamic control were carried out on the operation area to ensure that various safety measures were implemented.
